I had this issue as well, but it was caused every time I started searching in Classic Shell.no idea why. First, I removed the 'Power Manager' as it is not supported by Windows 10. Then, I installed 'Lenovo Settings Dependency' or something, which installs some of the dlls for power management on.

What Is System.resources.dll?
System.resources.dll is a type of DLL file associated with Mac Format Issue 222 developed by Future Publishing for the Windows Operating System. The latest known version of System.resources.dll is 1.0.0.0, which was produced for Windows. This DLL file carries a popularity rating of 1 stars and a security rating of 'UNKNOWN'.
What Are DLL Files?
DLL ('dynamic link library') files such as System.resources.dll are small programs, similar to EXE ('executable') files, which allow multiple software programs to share the same functionality (eg. printing).
For example, let's say you are running Windows and editing a document in Microsoft Word. The DLL file that controls printing does not need to load unless it's function is needed - eg. you decide to print your document. When you select 'Print', Microsoft Word calls the printer DLL file, and it is loaded into memory (RAM) at that time. If you want to print a document in another program, Adobe Acrobat for example, that same printer DLL file will be used as well.
Why Do I Have DLL Errors?
Because they are shared files, DLL files exist outside of the software application itself. Although this provides many benefits for software developers, this separation also provides an opportunity for problems to occur.
Quite simply, if Windows cannot properly load your System.resources.dll file, you will encounter an error message. Please see 'Causes of System.resources.dll Errors' below for more information.
When Do DLL Errors Occur?
DLL errors, such as those associated with System.resources.dll, most often occur during computer startup, program startup, or while trying to use a specific function in your program (eg. printing).
Common System.resources.dll Error Messages
The most common System.resources.dll errors that can appear on a Windows-based computer are:
- 'System.resources.dll not found.'
- 'The file System.resources.dll is missing.'
- 'System.resources.dll Access Violation.'
- 'Cannot register System.resources.dll.'
- 'Cannot find C:WindowsSystem32System.resources.dll.'
- 'Cannot start Mac Format Issue 222. A required component is missing: System.resources.dll. Please install Mac Format Issue 222 again.'
- 'This application failed to start because System.resources.dll was not found. Re-installing the application may fix this problem.'
These DLL error messages can appear during program installation, while a System.resources.dll-related software program (eg. Mac Format Issue 222) is running, during Windows startup or shutdown, or even during the installation of the Windows operating system. Keeping track of when and where your System.resources.dll error occurs is a critical piece of information in troubleshooting the problem.

It appears that there may be some hardware incompatibilities as well. If you have the NVIDIA driver NVWGF2UM.DLL, try renaming it as: NVWGF2UM.old as was mentioned in:

From the File tab, select Options and then click on Advanced and then in the Display section of the dialog, check the box for Disable hardware graphics acceleration

For the error message 'There was a problem sending the command to the program', use Windows Explorer to access the C:Program FilesMicrosoft OfficeOffice15 folder and right click on WINWORD.EXE then on Properties, go to the Compatibility tab and uncheck all the boxes.It has also been reported that the problem can be overcome by editing the registry at HKEY_CLASSES_ROOTWord.Document.12shellOpen and deleting the ddeexec key.
The ddeexec can also be deleted from
HKEY_CLASSES_ROOTWord.DocumentMacroEnabled.12shellOpen.
